【报告摘要】
The Landfill Methane Outreach Program (LMOP) is an EPA initiative that incentivizes landfill owners to voluntarily develop landfill gas-to-energy projects for the generation of new energy sources. Using a staggered difference-indifferences approach, we find that the program increases the likelihood of developing landfill gas-to-energy projects by 29%. By promoting landfill gas recovery, LMOP helps avoid social costs of carbon, estimated between $156.6 million (5% discount rate) and $527.9 million (3% discount rate) during our study period.

Abdoul Sam，俄亥俄州立大学农业、环境与发展经济学系的教授及研究生项目主任。作为一名应用经济学家，他的研究聚焦于农业、环境与发展领域的挑战，研究提高农场生产力、管理生产风险、改善农村生计以及减轻环境影响的有效途径，涵盖美国及国际层面的相关问题。他的研究成果已发表在多个顶级经济学与金融学期刊上，包括 Journal of Law & Economics、Journal of Environmental Economics & Management、American Journal of Agricultural Economics、Journal of Financial & Quantitative Analysis、Journal of Corporate Finance、International Review of Financial Analysis、Journal of Economic Behavior & Organization、 Land Economics、Agricultural Economics、Journal of Agricultural Economics、World Development、Regional Science and Urban Economics。他曾担任American Journal of Agricultural Economics期刊副主编，以及Journal of Agricultural and Resource Economics和Agricultural and Resource Economics编委会成员。在学术生涯中，Abdoul已指导21名博士生，并参与了49个博士论文委员会的工作。在过去十年中，他积极从事跨撒哈拉非洲、亚洲和欧洲的研究与教学工作。
