On November 26th, the signing ceremony for the "Accounting + Law" Joint Bachelor's Degree Program between Dongbei University of Finance and Economics (DUFE) and Dalian Maritime University (DMU) was held in the International Conference Hall of the DMU Comprehensive Building. Leaders from both universities, along with heads of relevant functional departments and representatives from the hosting departments, gathered to witness this milestone moment in inter-university cooperation, jointly embarking on a new chapter in cultivating interdisciplinary compound talents.

During the ceremony, Mr. Xu Minqiang, Secretary of the CPC Dalian Maritime University Committee, delivered the opening address, extending warm congratulations on the deepening cooperation between the two institutions. He noted that the two universities, both located in coastal Dalian, have long established a profound friendship and sound cooperative relationship. This joint program represents a significant initiative responding to the national strategy for bolstering education and aligning with the requirements of the New Liberal Arts initiative. He expressed anticipation that by integrating the disciplinary strengths of both universities, the breadth and depth of their cooperation could be further expanded, fostering a synergistic and mutually beneficial development landscape. The goal, he stated, is to set a benchmark for cross-institutional and interdisciplinary talent cultivation, collectively contributing wisdom and strength to serve the construction of a modern socialist country, promote the comprehensive revitalization of Northeast China and Liaoning in the new era, and support Dalian's development as a "Two Pioneering Zones".

Mr. Fang Hongxing, Secretary of the CPC Dongbei University of Finance and Economics Committee, delivered a speech highlighting DUFE's educational heritage and disciplinary advantages, particularly emphasizing the profound foundation of its Accounting discipline as a national key discipline and a national first-class undergraduate program construction site. He pointed out that while the two universities have distinct disciplinary characteristics, they share a common educational mission and possess complementary resource endowments. This collaboration deeply integrates DUFE's strengths in Accounting with DMU's expertise in Law, forging a new model for cultivating "Finance & Economics + Law" compound talents. He characterized this as both a proactive endeavor to address the challenges of cultivating compound talents and a beneficial exploration of collaborative education among higher education institutions in Liaoning Province, which is bound to inject strong momentum into Liaoning's comprehensive revitalization and educational development.

Witnessed by all guests present, Mr. Shan Hongjun, President of Dalian Maritime University, and Mr. Wang Xuhui, President of Dongbei University of Finance and Economics, officially signed the cooperation agreement on behalf of their respective universities. The signing was also witnessed by Mr. Xu Minqiang (DMU Party Secretary), Mr. Ji Yulong (DMU Vice President), Mr. Fang Hongxing (DUFE Party Secretary), and Ms. Shi Jinfang (DUFE Vice President).
The DUFE-DMU "Accounting + Law" Joint Bachelor's Degree Program leverages the high-quality educational resources of the Accounting major from DUFE's School of Accounting and the Law major from DMU's Law School. It adopts a "2+1+1" cultivation model: students will be based at their home institution (the university where they are enrolled) during the first and second academic years. In the third academic year, based on the course schedule and the home institution of the instructors, cross-institutional teaching and practical training will be conducted across the two universities. In the fourth academic year, students will complete their studies at the institution where they are officially enrolled. In the fourth academic year, students will complete their studies at their home institution. The program is scheduled to officially commence enrollment in 2026, with a planned intake of 30 students from each university (60 in total). From 2027 onwards, the enrollment scale will be moderately adjusted based on implementation conditions, with admissions conducted through the National College Entrance Examination.

This signing ceremony marks a new phase of deep integration in the cooperation between the two universities. Looking ahead, using the joint program as a link, the institutions will deepen multifaceted exchanges in talent cultivation, scientific research, faculty development, and social services. By fully leveraging their complementary disciplinary strengths, they will explore pathways for New Liberal Arts interdisciplinary integration in talent cultivation, striving to cultivate high-quality compound talents proficient in accounting information presentation, analysis, and decision support, as well as legal application, review, and dispute resolution. These talents will also possess innovative thinking, an international perspective, and professional ethics, ultimately supplying top-tier innovative talent to meet national strategic needs and drive regional economic and social development.
