Introduction of the Speakers (in order of presentation)
Cheng Li, currently the Deputy Director of Dalian State-owned Assets Supervision and Administration Commission of Dalian, was in charge of financial supervision, capital operation and property rights management. Li has a bachelor & master’s degree in taxation from Dongbei University of Finance and Economics and PhD in economics from Renmin University of China. Li has worked in the taxation system for many years and is a leading talent in the national taxation system. Li published monographs such as “Taxation English”, “Research on the Value of Taxation Procedures”, “China Tax Reform Propaganda Companion”, and dozens of papers in national publications.
Guanmin Liao, professor of accounting and doctoral supervisor at the School of Business, Renmin University of China. Liao’s main research interests are state-owned enterprise supervision, corporate governance and corporate investment and financing behavior. His academic achievements have been published in Journal of Finance, Journal of Accounting and Economics, Journal of International Business Studies, Review of Finance, Journal of Money, Credit and Banking, Accounting Research, Audit Research, etc. He has received the Sun Yefang Award for Financial Innovation, Review of Finance Pagano and Zechner Award for the best paper on corporate finance, and the Beijing Outstanding Doctoral Dissertation Award, etc.
Xinghai Zhang, professor researcher level senior accountant, international financial manager (IFM), off-campus mentor of MPAcc of Dongbei University of Finance and Economics, accounting consulting expert of Liaoning Province, deputy secretary of the Party Committee and general manager of Wafangdian Bearing Group Corporation, and a deputy of Dalian Municipal People’s Congress. He has been awarded as one of the “Top Ten Outstanding Accounting Figures in Liaoning Province” and “National Outstanding and Excellent Accounting Worker”.
Chunfang Cao, professor of accounting and doctoral supervisor in the School of Management of Sun Yat-sen University, academic director (undergraduate accounting major), director of the accounting teaching and research department, “Emerging Scholars” of the Yixian Scholar Program of Sun Yat-sen University, introduced talents of “Hundred Talents Program”, and winner the Natural Science Outstanding Youth Fund of Guangdong Province. Cao is also a part-time researcher of the China Institute of Corporate Governance, an expert member of the Operation Committee of the China Association for the Corporate Governance (CACG), the deputy secretary-general of the Financial Cost Branch of the Chinese Accounting Society, and a director of the Guangdong Audit Society. He has participated in multiple state-owned enterprise reform projects related to the State-owned Assets Supervision and Administration Commission of the State Council, the Guangdong Provincial People’s Congress, and the Guangdong Provincial State-owned Assets Supervision and Administration Commission, and has written multiple internal references and media comments. His research areas include corporate governance and accounting, corporate group governance, state-owned enterprise reform and innovation. He has published nearly 40 academic papers in journals including Review of Finance (Financial Times Top 50 journal), Economic Research (3 articles), and Management World (6 articles), and has been reprinted by the Harvard Forum on Corporate Governance and Financial Regulation, quoted in the World Bank reports and reported by domestic and international media. He has hosted the Guangdong Provincial Natural Science Outstanding Youth Fund, the National Natural Science Foundation of China (3 projects), the Humanities and Social Sciences Youth Fund of the Ministry of Education, etc. He has won 3 Provincial Social Science Outstanding Achievement Awards and 2 National Natural Science Foundation of China with closing evaluation of “Excellent”, etc.
Dapeng Tang, Postdoctoral fellow at the Chinese Academy of Fiscal Sciences, Ministry of Finance, Deputy Director of Research Department of Dongbei University of Finance and Economics, Professor and Doctoral Supervisor, Deputy Director of China Internal Control Research Center. He has long been a consultant of the Internal Control Standard Committee of the Ministry of Finance, selected as the sixth National Accounting Leading Talent (academic category) of the Ministry of Finance, a supervisor of the China Soong Ching Ling Foundation, an expert in funding supervision of the Ministry of Education, an expert in budget evaluation of the Ministry of Industry and Information Technology, a financial expert consultant of the Standing Committee of the Dalian Municipal People’s Congress. He has won the Outstanding Paper Award of the Chinese Accounting Society, the Deng Ziji Academic Paper Award in Finance and Taxation, the Honorary Title of Outstanding Scholar at Dongbei University of Finance and Economics, and the First Prize in the Teaching Competition for Young Teachers. He is a communication evaluation expert for The National Natural Science Foundation of China and The National Social Science Fund of China, and an anonymous reviewer of journals such as Accounting Research and Fiscal Research. He has presided over 1 National Natural Science Foundation of China, 1 Humanities and Social Science Foundation of the Ministry of Education, 2 Chinese Postdoctoral Funds, and 6 policy research projects of the Ministry of Finance, including the World Bank Project. In recent years, he has published more than 80 papers in authoritative journals such as Accounting Research, Nankai Business Review and China Journal of Accounting Research, and published the monographs “Research on the Theory Construction and Standard System of Internal Control in Chinese Government” and “Research on Risk Management of Social Insurance Fund”, two of which were published as the important internal references of the State Council and the Ministry of Finance. He has undertaken dozens of compliance and risk control construction, evaluation and training projects for national government agencies, public institutions, state-owned enterprises and listed companies.
