Abstract:

The leadership exchange system plays an important role in strengthening economic construction and national governance, and “Learning by Doing” is considered as an important influence mechanism theoretically, but there is a lack of systematic and consistent evidence in empirical research. This paper focuses on the chief accountant exchange system vigorously promoted by the State-Owned Assets Supervision and Administration Commission in recent years, and test the governance role and influence mechanisms of chief accountant exchange on state-owned enterprises from a micro perspective. Research has found that position exchange of chief accountant can play a governance role in state-owned enterprises. The mechanism test shows that the chief accountant’s position exchange mainly plays a governance role in state-owned enterprises by promoting the “Learning by Doing” mechanism. Further test also found that the alternative explanation for the incentive changes caused by position exchange is not valid, and the market-based mechanism of the capital market has a substitutive impact on the aforementioned governance role. In summary, the chief accountant exchange system helps cultivate the human capital of chief accountants, thereby strengthening the governance of state-owned enterprises.

Jian Chu, Associate Professor at the School of Business at Nanjing University, P.R. China, graduated with a PhD from Fudan University, P.R. China. Research fields include accounting and auditing, corporate finance, and political economy. Recent research mainly focuses on government regulation and governance. Published nearly 40 academic papers in total, and relevant research achievements have been published in top academic journals such as American Economic Journal: Applied Economics, Economic Research Journal, Journal of Management World, etc. Presided over the National Natural Science Foundation of China, and the research achievements have won academic awards such as the First Prize for Excellent Achievements in Philosophy and Social Science in Shanghai, the Second Prize and Third Prize for Excellent Achievements in Philosophy and Social Science in Jiangsu Province, and have been repeatedly reprinted and reported by Material in the Copy Press, VoxDev and others.
